Why is he upset?
In Vitalik Buterin's novel Snowmoon, the Arctic Emperor is mentioned five times and never shows up. In the final chapter, his Empire is defeated for the first time in a century. The book's last word on him:

Glasscrown Court
The only court in the Arctic where the Emperor is the joke. Members are jesters, because somebody has to laugh at the king.
